As far as I am aware, the Speaker *is* allowed to speak. However, they are not allowed to speak in the sense of voice an opinion. It is their job to control the House and to declare which member of Parliament is to speak next. They can speak in the sense of open their mouth and make sounds that are like words, but not speak as in make statements.
