You have 20 opening moves. 8 pawns each can move 1 or 2 spaces (16), plus 2 knights can move left or right (4), so 20 moves.

Its not bs. white's first move has the option of moving any one of eight pawns into 2 different spaces (16 possible moves) plus 2 knights into 2 different spaces (total of 20 possible moves for the first turn) in retaliation black can move the same pieces. thats a total of 400 possible moves on the first turn alone.
