No, you can say "Go!", and "I am" is not a sentence, it's a fragment.

Well, to the best of my knowledge, "Go!" is a complete sentence because it has an implied subject (you). Technically, "I am." is complete as well since you could just be making a statement about your existence in general. However, "am" is the type of verb usually follow by a predicate nominative or adjective. That accounts for the misconception that "I am." is not a sentence-it sounds awkward without finishing the predicate. "No!" is technically not a complete sentence because it doesn't have a subject or a verb. Used in this context it is an interjection. Likewise, "so" is a conjunction, and does not constitute a complete sentence in and of itself, no matter the context in which you use it.
