Not hard to figure out people...of all the people convicted of a crime (aka criminals) there are 10% who commit more crimes than the others. Obviously, these are the really bad guys and often the smartest as well if they are able to get away with more than the others. 90% of criminals commit one or two small crimes and either don't get back out of prison or go clean.

I was reading that 96% of people who have been caught and/or convicted of a crime committed atleast 1 before so only something like 4% of criminals get caught the first time. I believe it is referring to this, because majority of people who do it once don't get caught so if the haven't been convicted wouldnt they technically not be criminals? Even though they ARE mean for hurting others!
