I'm no electrician, but I'm pretty sure you're both wrong; volts don't mean anything, really, without considering watts. If you have 50,000 volts but no watts, there's not going to be any charge at all.

Remember; volts * watts = ampage, and ampage is the thing that matters most in the end.
