No this is definitely not true. It is a generalisation based on when they were built, what materials were available, their initial usage, and local conventions at the time. If you want to mill grain, then your mill wheel has to be cut the right way (grooves outward or inward depending on type). If you want to cut wood then your saw needs to cut forwards. etc etc
The Clockwise / Anti-clockwise (or 'counter-clockwise' in the more far-flung reaches of the empire) debate has raged for some time due to local contradictory evidence. There is plenty of info on this in Dutch

look at the windmills from the other side, it can turn however it likes....depending on where u look at it from!

The rotation of the blades depends on how the blades are positioned, geographical position of the mill however has nothing to do with it.

No windmill will ever turn anti-clockwise...because that isn't a word.
