I heard or read somewhere a long time ago that the shuttle was originally intended to be much larger,carry much more payload,and reach higher orbits than it was actually built for.The claim was that during the 60's NASA had a "blank check" as much money as they needed for the effort to reach the moon.So NASA's engeneers were working on many things to do after the moon was reached.But then when the apollo program ended their budget was cut severely and they had to put a lot of programs on the shelf.
